Yes, the recipe is missing the speed potion, it will work with it.The recipe for a Bracelet of Tirin states that it takes 1 scrap metal and 1 Bracer Blueprint, but it doesn't work.

Hi When facing the rats on hills they disappear for a moment and then they reappear. I've never encountered it. Could you describe in more detail where you encountered it?
